For those interested in pondering the future, the agenda for the upcoming Mayor and Council meeting (Monday, 12/17 at 7:00 pm) is now >posted and available. If I get an update I will re-post, so this link will always have the latest version I have.

Note that not only is trash on the agenda, but there is an interesting discussion about the selection process for boards and commissions. In my candidate interview with Phyllis Marcuccio, she indicated she was very interested in reviewing how people were selected to be on such bodies:

[Phyllis] says that, if re-elected, she would like to start by “cleaning up the process by which we choose candidates for boards and commissions.” In her view, “we have slipped” in the way we applied the existing process in recent years.

Not sure I will be there, but if so, come say hi!

The Mayor and Council have a Citizens Forum which is open to all citizens that live in the City of Rockville.

This is an excellent opportunity for you to speak out on any issue that may be compelling to you for three minutes. On Monday it starts at 7:10pm but I would arrive at 7:00pm just in case there meeting is running fast.

Here are some of the more current topics that you may want to speak out on to try and convince the current Mayor and Council to agree or disagree with your opinion.

Some suggested topics are but are not limited too are:

    1. Historic District zoning at 503 Baltimore Road

    2. Introduction of Ordinance to the Stormwater Management and Sediment Control fee charges to homeowners.

    Question

Can the city find a better approach by using our existing taxes collected to fund the necessary infrastructure by purchasing, improving and maintaining our SWM.

    3. Your opinions and or suggestions regarding improving the selection process for the City’s boards and commissions

    4. Your opinions and or suggestions regarding the Refuse and Recycling program…again.

    5. Requesting the M&C to instruct staff to bring back options to fix the operational financial deficit in the Town Center parking garages and to bring these options back as an agenda item so the M&C can vote on the options presented and be included in the FY09 budget.

    6. Request the M&C to change the RORZOR process by presenting a conflict of interest in the planning commission reviewing and hearing public comments. Three out of six of the current planning commissioners wrote the plan. They should recuse themselves from the process. The M&C(Phyllis, Anne and Piotr) should each appoint one different citizen that did not sit on the committee and add these three appointments to the remaining three planning commissioners of Steve, Sara and Robin.

If you would like to discuss these topics or need material to present a 3 minute speech on any of these topics please feel free to contact me at 301-717-9558 or via email at richgott@erols.com

Thank you for your time and consideration in these matters.
