Marcuccio Confirms Run For Mayor
The >Gazette has the news that, over the weekend, Rockville city council member Phyllis Marcuccio ended speculation and confirmed that she is running for mayor, challenging incumbent Susan R. Hoffmann.

Phyllis, who is a frequent attendee at our monthly Rockville Rountable gatherings, had “pulled papers” from the City Clerk’s office for both city council and mayor, which set off a number of questions about her intentions.
But here’s the definitive news from the Gazette:
My group met over the weekend and yes, I have decided to run,” Marcuccio said.
Can’t get more clear than that!
I have heard from those close to Phyllis’ campaign that we can expect an official announcement event sometime in the very near future, so stay tuned.

I find it shocking that considering she came in fourth (last) place during the last election for council that she thinks she could win! She narrowly, by something like 115 votes beat Carl Henn who could have won. This woman is dense. She constantly declares that the staff don’t explain themselves and she’s left confused. That is a flat out lie. She is explained things over and over and over and over again and she still doens’t understand. How can she represent us in Annapolis if she can’t speak on the issues that affect Rockville? She does not get my vote. And, by losing mayor, she will also lose a seat on council. Bad move if you ask me. Though the more I think about it, having her gone is perhaps a good thing.

Indeed. I am holding the line on not REQUIRING nonanonymity, and I have added some reminders and such to the comment form. And while it is strong and not phrased the way I might have phrased it, it does not cross the line so I will let it stand. But, people! Please!
Brad,I believe the anonymous person did cross the line. My comment is not about supporting either candidate.With being on the Rockville City Council, I personally agree that if you want something explained it should be explained. Too many people are afraid to ask what they don’t understand and that is dangerous. Attacking people is unproductive. I hope it doesn’t happen to any of the candidates. Unfortunately, it has already started. Hope comments can be on issues and explanations on why one disagrees. I am not hiding my name. – Brigitta Mullican
I do not know who I will be voting for but the anonymous attack is uncalled for. It would be far more productive to point out a candidates position on an issue or how they voted in the past. Welcome to the race Mrs. Marcuccio.
Thanks, everyone, for the comments. It’s a hard line to walk (as you all know) between allowing free expression and keeping a civil tone. It is far more helpful for the community (Mike, Brigitta, Joe) to respond to unhelpful comments and set the group norm — than it is for me to “censor.” And so I am very glad for your comments, folks.
If you are looking for the reader community to set the norm on comments I will add my two cents:Folks should think about whether their comments are fit to share with others and aren’t just the first impression that comes into their head as a reaction to something. Have something rational and thoughtful to add.Consider whether the comment adds some new information. Does it further a debate or deepen understanding? Provide an alternative view based on the actual topic? Correct misinformation or an inaccuracy?The topic wasn’t a debate about whether Phyllis should run. I also think it is simply petty snipping that violates the comment policy, or at a minimum, the spirit of the blog.
To anonymous:I find it troubling that considering Hoffmann squeaked in with less than 50% of those voting in the 2007 election for mayor, that she thinks voters will be duped twice! And when you consider the extremely low voter turn out, it so happens that only 9% of the electorate actually voted her into office.This woman is vicious. She constantly declares that staff can do no wrong and she’s left confused as to why citizens and even her former supporters are upset with issues like the $1.7M in raises to employees, many of whom make more than $100,000. That is a flat out joke. She is begged by citizens over and over to come clean with issues like RedGate, hiking taxes and fees, the paver scandal and the botched All America City competition and she still doesn’t get it. How can she represent us in Annapolis if she’s in league with Jennie Forehand, secretly advocating for the construction of the District Courthouse against the overwhelming concerns of Rockville citizens? She does not get my vote. And, by losing mayor in 2009, she will be remembered as one of Rockville’s most negative single-term mayors. Bad move if you ask me. Dear “anonymous” and “Concerned:” PLEASE BE CIVIL and only say what you would say to someone’s face.Hurtful statements are NOT HELPFUL.I understand that, in the case of Concerned, you are trying to make a point about the discourse. But this is getting out of hand and I am very close to shutting down comments.
Dear Idiots, Anonymous and Otherwise……Idiots if the shoe fits. Phyllis asks questions that show her concern for the entire community. She asks questions that need to be answered, especially since transparency is a theme which our Town Manager and his toadies ignore and fail to comprehend. Beating out Henn……he’s a 1 issue person……the environment. That’s good but not good enough for election to City Council. Phyllis will win because taxpayers will remember in November that Madam Hair and her toadies on the council voted against Phyllis in Phyllis’s attempt to lower our taxes and keep expanding fees for water, etc from becoming more burdensome than they will be. Phyllis is the only hope that taxpayers have, especially seniors and those of moderate incomes to remain in Rockville. I’m not afraid to tell you my name…….I’m Saul Parker and I’m not taking it anymore……..Vote the rascals out.
I am pleased that Phyllis has decided to run as I find her to be a pleasant, intelligent and thinking woman. I also like Susan Hoffman very much, so this will be an interesting election, and hard choice, for me and one that I will eternally keep private. That said, there is no room for emotional vitriol toward either of these women. A fact is a fact and can be presented as such allowing the reader to choose whether it has a basis in truth or not. I hope that this train of comments can either be stopped or return to civility. In this instance, like many, we sometimes must agree to disagree. However we can all agree that Rockville Central is not the place to influence readers toward voting one way or another – particularly when hiding behind a pseudonym.
If a council member runs for mayor do they forfeit their seat? Is Phylis up for re-election for the council? Anonymous’ comments don’t make sense to me. The mayor doesn’t represent in Annapolis. That’s Ms. Forehand’s job.
Wow, I never knew municipal politics were this vicious. What surprises me is that there are so many people running for council yet not nearly as many people (so far one) have decided to run against Hoffmann and Marcuccio. It’s obvious that people (I assume more than “Anonymous” and “Concerned Citizen) really don’t like either or both of them. It seems strange that none of the current councilmembers would take what appears to be a golden opportunity at the mayorship, and none of the council candidates decide to run for council.But I never understood politicians.

Bill–you have to run for either mayor or council member. Phyllis is giving up her shot at re-election to the council to run for mayor. If she isn’t elected mayor, she’s off the council.Each slot is determined by all the voters in the city; voting is not by district (there are 10, btw). It is seen as much more difficult for someone to run for mayor than council member.The top four vote getters among the council candidates are elected to the council.
I wish to set the record straight on one point misstated by ‘concerned citizen’ in #8. As Gov. O’Malley, County Executive Leggett, the Maryland Judiciary, the Montgomery County Bar Association, the leadership in Annapolis, and the West End community can confirm, I fought vociferously against the construction of the District Courthouse on the old library site. Regrettably, the Maryland Legislature, including some of those in our own delegation, did not support moving the courthouse to a more appropriate site. During testimony on other issues in subsequent years, I was ‘reminded’ by some legislators from other parts of the state about my opposition to the courthouse. My position was not popular in the House and Senate, but I believe it was the right one. Accusing me of ‘secretly advocating for the courthouse’ is a complete falsehood. While people are entitled to their own opinions, as Sen. Daniel Patrick Moynihan once said, they are not entitled to their own set of facts.

Saul, perhaps you should go to a candidate forum and ask…a thread announcing the candidacy of her opponent on a public blog would not appear to the place.But calling some vicious is not something that she or anyone else should have to defend. It’s a personal attack by an anonymous individual. Also, “a concerned citizen” perhaps does not understand what that phrase means. You have used it wrongly.
Again to all of you boys and girls…..it’s time to show our colors!!! I’m for Phyllis, and if you’ve got the kahunes Theresa and the rest of you…….show me the money……..who’s your candidate? It’s a constitutional right to conceal one’s vote. Just because they aren’t public supporting Hoffmann or Marcuccio doesn’t mean they lack “kahunes”. They’re exercising their right to privacy which should be respected.
I am not a rat, or a rascal, as others have been called, and I feel no need to reveal who I am for or who I am against. Show some manners, Saul, and back off a bit. I wonder if you do Phyllis a favor by behaving this way. People are judged by the company they keep.Thank you, Raynell.
Saul, I am not sure who is supposed to show their cahones by blabbing about who they vote for. You are more than welcome to state your intentions, but your assertion that we should be “real Americans” and state our choice is ridiculous. I believe having served in the Army for 24 years and retiring as a First Sergeant is enough. Good luck to all the canidates, hopefully, this will be a civil election, unlike the last one.
