Phyllis Marcuccio Kickoff Announcement For Mayor
On Saturday in Town Square, present Rockville City Council member >Phyllis Marcuccio kicked off her campaign for mayor of Rockville. Here is her speech in full, including impromptu statements at the end by City Council member Anne Robbins:

Of interest in the speech was Phyllis’ announcement that Joe Jordan, a frequent contributor here at Rockville Central, would be serving as campaign manager.
Phyllis’ speech included a number of pledges to Rockville voters, and she was kind enough to send along an electronic copy of her speech so here is what she said:
“I am confident in making the following pledges to you:
- I will challenge the necessity for all new fees and/or taxes proposed on residents.
- I will foster a climate where business is supportive of the city and vice versa.
- I will set the tone for dialogue and discourse among council members.
- I will improve the dialogue between the Mayor and Council and the City’s Boards and Commissions and make the work they do more apparent to citizens.
- I will continue to support and sustain the high quality of life Rockville residents enjoy and make efforts to strengthen and respect neighborhoods while keeping them safe.
- I will support, strengthen, and introduce programs that make sustaining an environmentally savvy city work, but not just at any cost.
- I will do whatever it takes to protect our remaining open, green spaces and prevent the city from selling or leasing any of our parks, including RedGate Golf Course, without a citizen referendum.
- I will make sure that we do not forget our seniors and those on fixed incomes as we build programs for young families and new residents.”

Phyllis, I am sorry I was out of town for your campaign kickoff announcement. Good luck. During the election campaign I will be looking for four candidates who I believe will work well with you. We need a team who will represent the tax paying citizens.
Rockville government officials, in my view, should represent ALL citizens and residents. People who rent also pay taxes in various ways, but perhaps aren’t thought of as city tax payers.I do not draw a distinction between “tax-payers” and those who are not. I am a tax-payer in many ways beyond owning my home. But having the good fortune to own a home vs. rent should not mean my voice is heard louder than others.In fact, it those among us who can least afford to own here but do reside here and raise their children here, and those who seek to assist them, that may need the most from elected officials. Their means and ability to advocate for themselves may be diminished. Some people also know that home ownership is also not smart for them and choose not to buy. Blind pursuit of the The “American Dream” helped cause the collapse of the economy and the recession we all know face.The less fortunate among us need representation, too.

not sure who that comment was directed at but read how many comments on this blog include the word “taxpayers.” it’s a very one-sided view.
Response to # 2 above: I absolutely agree that governmental officials should represent ALL people. Sorry if this is misunderstood.During my 2005 and 2007 Rockville City Council Campaign I walked and delivered my campaign literature door-to-door to more than 300 Rockville streets covering more than 3,000 houses. I advocated the philosophy of representing ALL Rockville residents. As I met renters/owners and non registered residents, I told the people “if elected a City Council members I would represent ALL Rockville residents.” Response to # 4 above:People understand the word “taxes.” “Taxes” get peoples’ attention even if the tax they pay is only sales tax for purchased items.From my professional and personal experience, I found very little gets accomplished without money. Fiscal responsibility is my top priority and I believe to manage priorities resources are needed. Goods and services require funds. The Rockville Budget is funded by the taxpayers. Let’s not forget Rockville residents also pay Federal income taxes, Maryland State sales and income taxes, as well as Montgomery County property taxes. Fees are another form of taxing us.Taxing the people can be good, but is often seen as misused. Hard earned money should be managed well for the good of the entire community.
