Police Investigating Human Remains Found On Railroad Tracks; MARC Service Suspended [UPDATED]
Montgomery County Police are investigating human remains that were found by a jogger near the CSX railroad tracks behind the commercial area at 11700 Parklawn.
Around 5:30 this afternoon, police responded to the report. They say that the sex of the individual is still unknown and that it appears the individual was struck by a train. It is unknown when.
UPDATE: According to police, the victim has been identified. “The individual was identified as William Donahoe, age 26, from the 11400 block of Patapsco Drive in Rockville.”
MARC service is suspended while the investigation continues.

I’ve lived at the Rockville town square for a little over a year now. For the last 2 weekends, Oct, 10th and Oct 17th, at approx. 2:30am large crowds have left the bars at the Rockville town square and have gone on to commit vandalism at Rockville town square. This evening’s loud crowd lasted over an hour and a half to which the police responded to 2 calls.
This evening the crowd completely vandalized the decorative fireplace fixtures on the walls in the underwalk at 154 gibbs street tearing down two ceramic candle sticks and smashing them. The crowd lasted for over an hour and was very loud and unruly. I have to say it does nothing but discourage people from wanting to live here or have anything to do with Rockville town square when it can be completely overrun with the late night bar scene.

Delivery Bandit Arrested
The City of Rockville reports the arrest of Kevin Martinez, age 19, of the 500 block of Calvin Lane for one count of attempted robbery and four counts of robbery of two restaurant delivery drivers.
An astute employee at Café Asia recognized the address for a delivery order as being the same one provided before the robbery of a delivery driver on September 24th. The employee called the Police.
From the City’s Press Release:
Rockville City Police, along with Montgomery County Police from the Wheaton District, arrived just before 3 p.m. Oct. 12 to the address for the delivery order and observed a man wearing a mask and standing to the left side of the house from where the order was placed.
Police took the man into custody and found in his possession a black knit cap with eyeholes cut into it, rubber gloves, work gloves and a small folding knife. Police also checked the man’s cell phone and found that it was used to call Café Asia just before the Sept. 24 robbery.
Martinez is facing charges for the robberies of two delivery drivers and two different restaurants, Café Asia and Jerry’s Subs and Pizza. The investigation is ongoing and he is being held at the Montgomery County Detention Center. A bond review hearing is scheduled for today in District Court.
I have to ask, “Did he really use the same address?” Thank goodness for stupid criminals.
Rockville Man Arrested In Alleged Murder For Hire Plot
On Friday, October 8, just before noon, police arrested Richard Bernard Boyd, Jr. on solicitation of murder.
Montgomery County Police say that, on September 30, a Rockville Police officer was approached by a man who told them that Boyd, 42, who was going through a divorce, had tried to hire him to murder his wife. He allegedly told detectives that Boyd had offered him money to carry out the killing. Rockville Police notified Montgomery County.
According to police, the unidentified subject worked with them over the past week, meeting with Boyd several times and making plans. On Friday, October 8, they say he and Boyd met at Boyd’s house on Rocking Spring Drive, when Boyd gave the pretend killer $1,000 and five Oxycontin tablets “and other items that would aid in having [his] estranged wife killed.”
Boyd is being held without bond, with a hearing set for October 12 at 1:00 pm.
Concern for Missing Rockville Teenager [UPDATE: Found]

Detectives from the Montgomery County Police Family Crimes Division are asking the public for help in locating a missing teenager from Rockville.
Jacklyn Haddad, age 17, of the 14000 block of Chesterfield Road in Rockville was last seen on September 26. She is described as a white female, 5’06” tall, 140 pounds, brown eyes and long reddish/brown hair. She has a pierced nose and each ear has three piercings. Jacklyn is known to frequent the areas of Rockville and Wheaton.
Police and Jacklyn’s family are very concerned for her welfare.
Anyone who may have information about Jacklyn Haddad is asked to call the Family Crimes Division at 240-773-5400 or the police non-emergency number at 301-279-8000. Callers may remain anonymous.

Jacklyn Haddad was located, this morning in Prince George’s County, safe and unharmed. The Montgomery County Police and Miss. Haddad’s family would like to thank the local media and the community for their assistance with this incident.
Strong Arm Robbery In Twinbrook
Major Tim Marsh of the Rockville Police Department recounted an incident at approximately 2:30 PM today when a Kenny’s Sub Shop delivery man was making a delivery to an address in the 13000 block of Aleutian Avenue.
Upon arriving at the address four subjects yelled to the delivery man who turned around and was punched in the face. Cash and food were taken by the group of four suspects of which only two could be described. They are said to be between 15 and 20 yrs of age and either white or hispanic males. One wore a red shirt with a number on the front and another wore a black hoodie. Suspects three and four fled with these other two towards Twinbrook Park and the direction of Atlantic Avenue.
Rockville City Police Criminal Investigative Unit is conducting the investigation.
Armed Robbery In Twinbrook
Here’s a note from Rockville Police Chief Terry Treschuk:
An individual reported to the police that on September 19, 2010 , at approximately 9: 53 p.m., he was robbed while walking home on Crawford Dr towards Ardennes Ave. The Victim stated that 2 unknown Black males ran up behind him and told him to put his wallet on the ground. The victim stated that Suspect#1 pointed a small handgun at him while he did this. The Victim put his wallet down and started to walk away, and then ran towards Ardennes.
The Suspects may have left in a gold-colored Honda vehicle. According to the victim, Suspect #1 had dreadlocks and Suspect #2 had short hair. The only other description was that one of the suspects had on a white shirt.
A search of the area by responding police units was negative. This case remain under active investigation at this time.

Police Seek Help Identifying Regal Theater Robber
Montgomery County Police have asked for the public’s help in identifying the person who robbed a Regal Theater employee on Saturday. Here’s their account:
At approximately 11:38 a.m. [Saturday], 1st District officers responded to the report of a robbery that had just occurred. The male victim, a 21-year-old employee of the theater, was coming in to work and was the only person there. After he was inside, he was approached from behind by an unknown male suspect armed with a knife who demanded money. After obtaining an undisclosed amount of cash, the suspect fled. The victim was not injured.
The suspect is described as a male of unknown race, between the ages of 20 and 29, 5’8” tall, and weighing approximately 190 pounds. At the time of the incident he was wearing baggy blue jeans, a gray tee shirt with a design in orange, a dark blue jean jacket, dirty gray work boots, thick work gloves, and a tan baseball cap with Yankees or Red Sox sticker. His face was covered with a black bandana.

Off-Duty Rockville Police Officer Charged With DUI

The Rockville City Police Department charged Corporal Ali Zeighani today with Driving Under the Influence and related traffic charges as a result of a July traffic accident.
On July 5, 2010, at approximately 6:40 a.m., Zeighani was traveling northbound on Interstate 270 near the W. Gude Drive overpass in a marked police vehicle. Zeighani reported that he fell asleep and struck a concrete barrier. Zeighani then pulled to the shoulder of the highway. No other vehicles were involved. Zeighani was off duty at the time of the accident.
During the course of the investigation officers detected an odor of alcohol on Zeighani’s breath. Zeighani was transported to Shady Grove Adventist Hospital, and a blood alcohol test was administered. . . . The Montgomery County State’s Attorney’s Office notified the City that Zeighani’s blood alcohol level was .11.
Zeighani is a nine-year veteran of the Rockville City Police department and is assigned to the Field Services Bureau as a patrol officer. After the accident, Zeghani was relieved of his police authority and is currently assigned to administrative duties.
Also, two years ago, Cpl. Zeighani was a recipient of the Public Safety Award for his role in stopping a distraught 12-year-old autistic child from committing suicide in December 2007.

Crime Stopping Tips From The Rockville Police Department

With the assistance of members of the Twinbrook Community, we have been able to successfully resolve some suspicious /criminal actions that have occurred. We thank all for keeping watch and reporting out of the ordinary incidents to us. Several residents have asked that we publish a crime tip brochure about the types of suspicious activity/behavior that should be reported.
Here it is:
The Rockville City Police Department would like to remind residents that there are several ways they can helps assist police in preventing crimes by reporting suspicious activities. This includes persons, vehicles, things that are “out of place” or “out of the norm”.
Below are some obvious things to watch for and report:
- A stranger entering your neighbor’s house when they are away…may be a burglar.
- Someone screaming might indicate a robbery or a sexual assault or other crime may be occurring.
- Offers of the sale of merchandise at ridiculously low prices are often too good to be true and might actually be stolen property.
- Anyone peering into parked cars maybe looking to steal the vehicle or the valuables inside.
- Persons entering or leaving a business after hours may not be workers, but burglars.
- Sounds of breaking glass or a loud noise might indicate an accident, burglary or vandalism.
- Persons going door-to-door in your neighborhood, watch for a while. Do they turn the doorknob to see if it’s locked? Do they go around to the side or rear yard to see if someone is home? If so these individuals might be burglars.
- Persons waiting in front of a house or business if the owner is absent or the business is closed. This person may be a lookout for a burglary in progress.
- Parked occupied vehicles containing one or more persons are especially suspicious if observed at an unusual hour. The subjects could be possible lookouts for a burglary in progress or other illegal activity (such as drugs and/or underage drinking).
- An abandoned vehicle parked on your block may be a stolen vehicle.
Remember:
- Don’t assume that someone else has already called.
- Don’t worry about “bothering” us; that’s why we’re here.
- Don’t be embarrassed if your suspicions prove unfounded

Alleged Rockville Peeping Tom Arrested
Some residents in the Twinbrook neighborhood in Rockville have been complaining of a peeping tom looking into their bedroom windows. Yesterday, Rockville City Police made an arrest in the case.
The announcement from police:
On June 4, 2010, Corporal M. Varron, of the Rockville City Police Department, took a report from two different individuals for the report of a peeping-tom. The victims detailed five incidents where the same unknown white male was looking into their bedroom window.
Based upon further investigation a suspect was developed and warrants were obtained.
On August 11, 2010, the suspect was arrested by members of the Rockville City Police Department. During his interview he admitted to walking in the neighborhood but denied the indecent exposure incidents.
The suspect, now the defendant in this matter, was identified as Jason Thomas Catron, born in 1973 of Highwood Road in Rockville. Mr. Catron is being charged with two counts each of Peeping-Tom and Peeping-Tom Trespassing.
The defendant was released after posting bond.
