Illegal Drug Arrest

  • 08/02/10-(6:45 p.m.) Ryan Steven Hammer, M, age 24, of Rockville, was arrested for possession and distribution of CDS-marijuana following a complaint in the 600 block of Blandford Street. Mr. Hammer was transported to the Central Processing Unit for processing.

Weapons Arrests

  • 08/02/10-(5:52 p.m.) Stefan Fields, M, age 21, of Gaithersburg, was arrested for possession of a concealed and dangerous weapon (baton) following a traffic stop in the 1500 block of Rockville Pike. Mr. Fields was transported to the Central Processing Unit for processing.
  • 08/04/10-(3:23 p.m.–4:10 p.m.) Matthew Wayne Johnson, M, age 25, of Annapolis, was arrested for possession of dangerous concealed weapons (switchblade and nunchuka), possession of CDS-marijuana, possession of CDS-amphetamine, following a complaint in the 500 block of Beall Avenue. Mr. Johnson was transported to the Central Processing Unit for processing.

Robbery Arrests

  • 08/02/10-08/03/10 Male juvenile, age 16, of Rockville; Male juvenile, age 17, of Silver Spring; Male juvenile, age 17, of Germantown; and Donique King, M, age 18, of Bethesda, were arrested for robbery, theft and conspiracy to commit theft; in additional the 16-year-old juvenile was also charged with 2nd degree assault, following an earlier incident that occurred on 07/30/10 in the 1000 block of Baltimore Road. The juveniles were processed at the Rockville City Police Department and released into the custody of their parents. Mr. King was transported to the Central Processing Unit for processing.
  • 08/04/10 Sanjay Leif Hall, M, age 18, of no fixed address, was arrested for armed robbery, use of a handgun in the commission of a felony, and possession of a concealed dangerous weapon, following an incident that occurred earlier in the unit block of Maryland Avenue. Mr. Hall was transported to the Central Processing Unit for processing.

Aggravated Assault Arrest

  • 08/07/10-(2:30 a.m. – 2:43 a.m.) Male juvenile, age 17, of Frederick, was arrested for 1st degree assault, 2nd degree assault and reckless endangerment following a complaint in the 2200 block of Veirs Mill Road. The male juvenile, who is being charged as an adult, was transported to the Central Processing Unit for processing.

Theft Arrests

  • 08/05/10-(3:40 p.m. – 3:49 p.m.) Mr. Christopher A. Anderson, M, age 22, of Temple Hills, and Mr. Jeremiah James, M, age 19, of Washington, D.C., were arrested for: Mr. James for theft and conspiracy to commit theft; Mr. Anderson for theft, conspiracy to commit theft, resisting arrest, disorderly conduct, failing to obey a lawful order, 2nd degree assault, malicious destruction of property and obstructing and hindering following a complaint in the 1700 block of Rockville Pike. Mr. Anderson and Mr. James were transported to the Central Processing Unit for processing.

Other Arrests

  • 08/03/10-(5:30 p.m. – 5:35 p.m.) Russell Daniel Pierce, M, age 50, of Rockville, was arrested for trespassing following a complaint in the 100 block of East Montgomery Avenue. Mr. Pierce was transported to the Central Processing Unit for processing.
  • 08/05/10-(7:30 p.m. – 7:50 p.m.) Vincent Earl Cromer, M, age 20, of Germantown, was arrested for trespassing following a complaint in the unit block of Maryland Avenue. Mr. Cromer was transported to the Central Processing Unit for processing.
  • 08/06/10-(7:40 p.m. – 7:47 p.m.) Dale Guillaume, M, age 46, of Washington, D.C., was arrested for trespassing following a complaint in the unit block of Mannakee Street. Mr. Guillaume was transported to the Central Processing Unit for processing.
  • 08/07/10-(12:51 p.m.) Italo Jose Carreno, M, age 21, of Montgomery Village was arrested for drinking in public following a complaint in the 300 block of Martins Lane. Mr. Carreno was transported to the Rockville City Police Department for processing and released.

DUI Arrests

  • 08/02/10-(2:08 a.m. – 2:10 a.m.) Erick Orlando Alfaro, M, age 24, of Silver Spring, was arrested for driving under the influence following a traffic stop in the 2100 block of Veirs Mill Road. Mr. Alfaro was transported to the Central Processing Unit for processing.
  • 08/02/10-(11:08 p.m. – 11:30 p.m.) Joseph John Ashkin, M, age 51, of Rockville, was arrested for driving under the influence following an accident in the unit block of Preserve Parkway. Mr. Ashkin was transported to the Rockville City Police Department for processing and released.
  • 08/04/10-(12:15 p.m.) Thomas Joseph Granata, M, age 54, of Olney, was arrested for driving under the influence following an accident at the intersection of Rockville Pike and Richard Montgomery Drive. Mr. Granata was transported to the Rockville City Police Department for processing and released.
  • 08/06/10-(4:40 a.m.) Nelson Alfredo Carbajal, M, age 20, of Silver Spring, was arrested for driving under the influence following a traffic accident at the intersection of Edmonston Drive and Grandin Circle. Mr. Carbajal was transported to the Rockville City Police Department for processing and released.
  • 08/08/10-(2:49 a.m.) Jimmy Gael Huamani, M, age 25, of Brookeville, was arrested for driving under the influence following a traffic stop at the intersection of Frederick Road and Indianola Drive. Mr. Huamani was transported to the Rockville City Police Department for processing and released.

Burglaries

  • 07/22/10-08/04/10-(12:00 a.m. – 11:00 p.m.) 500 block of Hungerford Drive, Residential, unknown suspect(s) gained access by breaking the lock and door handle to an apartment storage unit. Once inside the unknown suspect(s) removed 2 speakers, deejay equipment, a box of CDs, 4 microphones, a box of cables, a portable CD player, a video game, and a dollie.
  • 08/01/10-(1:00 a.m. – 11:00 a.m.) 100 block of Gibbs Street, Residential, unknown suspect(s) gained access by unknown means into an apartment. Once inside the unknown suspect(s) removed U.S. currency and prescription medication.
  • 08/02/10-08/03/10-(10:00 p.m. – 10:00 a.m.) 300 block of Nimitz Avenue, Residential, unknown suspect(s) gained access by cutting the latch to a shed. Once inside the unknown suspect(s) removed a chain saw and a weed wacker.
  • 08/03/10-(2:00 p.m. – 2:08 p.m.) 300 block of Howard Avenue, Residential, unknown suspect(s) gained access through an unlocked door of a residence. Nothing taken.
  • 08/04/10-(11:00 a.m. – 11:30 a.m.) 1200 block of Clagett Drive, Residential, unknown suspect(s) gained access through an unlocked front door of a residence. Once inside the unknown suspect(s) removed U.S. currency.
  • 08/06/10-(12:58 p.m. – 1:00 p.m.) 600 block of Watts Branch Parkway, Residential, unknown suspect(s) attempted to gain access by removing a screen from a front bedroom window of a residence. No entry was made.
  • 08/06/10-08/07/10-(11:18 p.m. – 7:50 a.m.) 14900 block of Shady Grove Road, Commercial, unknown suspect(s) pried the front door of a salon. Nothing taken.

Police: Williams Confessed to Naimi's Murder

>According to documents made public at his bond hearing, the alleged murderer of Azin Naimi did so brutally. In the Washington Post account:

[Raymond] Williams, 35, of Kensington, allegedly beat Naimi, stabbed her repeatedly with a pair of scissors — including a thrust into one of her ear canals — and broke two of her ribs. Authorities say he tried to clean up the scene with a mop and towels, washed her body, carried it to a sport-utility vehicle, drove to an alley in the District and dumped her body there.

“This was a vicious, senseless, violent crime, with a desperate attempt by the defendant to cover up the crime scene,” Montgomery County prosecutor Stephen Chaikin said in court Wednesday.

Williams, who worked as a handyman for a business connected to the studio and knew Naimi, was ordered held without bond Wednesday. Detectives said he admitted to the slaying, and they charged him with first-degree murder. Detectives don’t know why he killed her, a police spokeswoman said Wednesday evening.

According to WJLA, Williams is being held without bond.

Missing Woman From Rockville Found Dead in D.C.; Investigated as Homicide UPDATED

Montgomery County police say they are investigating the disappearance and death of artist Azin Naimi as a homicide. They say they have someone in custody and will release the name on Wednesday. [UPDATED; see below.]

Naimi was reported missing by her mother, at whose home she had been staying, early Monday morning and that afternoon she was found dead in the 300 block of Farragut Street in N.W., Washington, D.C. Police said that Naimi had a studio on Nebel Street that may become a crime scene.

According to police on Tuesday night:

The circumstances that led to Azin Naimi’s death are still under investigation. The preliminary findings from the Office of the Chief Medical Examiner in Washington, D.C. ruled the manner of death to be homicide.

Detectives developed a suspect who is currently in custody and being interviewed. He has not yet been charged. His name will be released [Wednesday]. The victim and the suspect knew of one another. This was not a stranger-related crime.

Anyone who has information about the death of Azin Naimi is asked to call Montgomery County police at 240-773-5070.

UPDATE: Police have brought charges:

Last night Raymond L. Williams, age 35, from the 11100 block of Dewey Road in Kensington was charged with first-degree murder. He is being held without bond at the Montgomery County Detention Center. He is expected to have his bond hearing today at 1:00 p.m.

Police Search for Suspect in Rockville Bank Robbery

Montgomery County police and the FBI >are searching for the suspect in a Saturday-morning robbery of the Wachovia Bank in King Farm.

Saturday morning shortly before 9:30, a man entered the bank, displayed a handgun to a bank employee, and demanded cash. He had the employee remove cash from a number of stations and then fled in a vehicle that witnesses say may have been a Corvette.

The suspect is male, about 6 feet, and of undetermined race. He was wearing a black motorcycle helmet, black jacket, and black jeans.

Anyone with information that might help should call the Major Crimes Division – Robbery Section at 240-773-5100. To report anonymously, call Crime Solvers of Montgomery County toll-free at 1-866-411-TIPS (8477).

Back when we were young (like two years ago), I used to take the periodic police blotter offered by the Rockville Police Department and turn it into a map so people could visualize where the crime incidents were occurring in Rockville. This was a very popular feature, but it took up a lot of time.I have been able to streamline the process a bit, so I thought I would start doing this again. Below, see the very first of the new crop! Judge: Speed Cameras OK

On Tuesday, a judge >dismissed a class-action lawsuit brought by a Bowie lawyer against the speed camera systems of Montgomery County, Rockville, Gaithersburg, and Chevy Chase Village.

The lawsuit argued that the jurisdictions were breaking Maryland law by paying the contractors who run the systems on a per-ticket basis. But Judge David Boynton ruled that the jurisdictions, not the contractors, actually operate the systems.

So . . . those cameras by the side of the road aren’t going away anytime soon. In case you are feeling like a leadfoot, our friends at The Rockvillager regularly posts the location of mobile and stationary speed cameras each week.

Police Seek Man in Copper Thefts From Area Churches

A Rockville church is among those targeted in the past few weeks by a man who has been stealing copper downspouts and selling them at local scrapyards.>Police say that man has been caught on surveillance video and is described as a white male, 5’9” to 6’1” tall, 180 to 190 pounds, with brown or black hair. He was wearing a blue t-shirt, blue jeans, and black boots.

Anyone with information regarding the suspect and/or the incidents that occurred is asked to contact the 2nd District Investigative Section at 301-657-0112 or the Montgomery County Police non-emergency number at 301-279-8000.

Police Search for Home Invasion Suspects

Yesterday, Montgomery County police >reported they were searching for two suspects in a home invasion robbery in the 300 block of Farragut Avenue.

At approximately 2:40 p.m. on Tuesday, June 8, 1st District officers and Rockville City Police officers responded to the 300 block of Farragut Avenue for the report of a home invasion robbery that had just occurred. The investigation revealed that a 16-year-old male resident was at home when there was a knock at the basement door where he and his family reside. When he answered the door, two male suspects entered, displayed a handgun, and demanded money. The victim was bound while the suspects searched the home and took an undetermined amount of money. They fled in an unknown direction. Investigators do not believe that this was a random act, and believe that the suspects may have known the adults who reside at the home.

One suspect is described as a Hispanic male, 25 to 30 years of age, 5’8” to 5’9” tall, weighing 185 to 200 pounds, with short black hair. He was wearing a gray shirt, blue jeans, and old black leather boots with white paint stains. He was armed with a handgun.

The second suspect was described as a Hispanic male, 25 to 30 years of age, 5’5” to 5’6” tall, weighing approximately 150 pounds. He was wearing a green t-shirt and jeans.

Detectives are releasing a computer-created composite of the suspect who was armed with the gun.

Anyone who has information about this home invasion robbery and/or the suspects involved is asked to contact the Robbery Section at 240-773-5100. Skimming Device Found On Wachovia ATM AT Congressional

On Saturday night, Rockville Police responded to a tip from a savvy citizen and discovered a “skimming” device on the Wachovia Bank ATM at Congressional Plaza. If you have used that ATM recently, watch your account.What’s a “skimming device?” >According to NBC: “These devices are attached to ATMs to capture bank customers’ card numbers, often working in tandem with a small hidden camera that records the user’s PIN. An alert citizen had reported seeing some sort of skimming device, said police. Police have removed the device and are investigating. The bank has been notified. Police said if you used the ATM, check for strange activity on your account and report it to the bank as soon as possible.”

This article has an image of a skimmer on a Chase Bank ATM in Manhattan about a year ago. Notice how well-disguised it is.

Robbery Suspect Recaptured At Fallsgrove

In the wee hours this morning (12/16/09) the >Fallsgrove area had some excitement. According to police, robbery suspect Jose Melton, who had been apprehended for an alleged robbery of the Exxon station on Crabbs Branch Road, was under treatment at Shady Grove Adventist Hospital. He had intentionally hit his head, police say, in order to be taken there.

Melton escaped from the hospital at 2:00 am this morning after assaulting the three guards overseeing him — wearing hospital clothes and a handcuff.

He was apprehended about three hours later in the Fallsgrove shopping center, just across the street from Shady Grove.

According to WBFF:

[Police say] he was taken into custody without incident. Police say Melton will be charged with armed robbery, three counts of second-degree assault and second-degree escape.

Hard to imagine Melton did not go further in his escape. Perhaps he was waiting around for Krispy Kreme to open!

Debit Card Fraud In Rockville by Temperance Blalock

I’m passing along this information in case it happens to anyone else around Rockville. Sharing information is a way to create awareness and protect each other from such crimes.>Yesterday afternoon I received a phone call from my bank’s fraud department informing me that someone had drained my checking account using my ATM card number. This was alarming on a number of levels, the main one being that my ATM card wasn’t lost, and that I am hyper-vigilant about shielding the keypad when I type in my PIN number. I’m also vigilant about checking my online balance almost every single day, but these transactions were done over the weekend so they didn’t show up in my account until Monday, at which point the damage had been done.

Fortunately, the transactions were “flagged” as suspicious by the bank, due to their being out-of-state and for the maximum daily amounts, and the bank alerted me. However, I was dismayed to learn that, had they not informed me right away, and had I not noticed it for more than 24 hours, I would have forfeited many of my legal consumer rights, or at least made it a lot more difficult to resolve the situation in my favor.

At this point now the bank appears to be expediting this so that I can eventually get my money back. However, I don’t know how long it’ll be until I can actually get my funds, and meanwhile I have overdue bills that are going to be delinquent. I’m lucky that I delayed bill-paying from last week, when I was scheduled to do that, otherwise I’d be dealing with a lot of NSF charges that might, or might not, have been excused.

I feel so vulnerable, mostly because I wasn’t lax or careless. I didn’t loan my debit card out, I’ve never given anyone the PIN number, and I only use the card at “legitimate” places like grocery stores and gas stations and ATM machines. All of my transactions were done in downtown Rockville. However, crooks no longer need the PIN number to do their fraud, and it’s difficult to tell whether a monitoring or “skimming” electronic device is watching a transaction.

I’m not quite sure what I could have done to avert or avoid this, other than to refrain entirely from using the debit card. Every transaction is a potential opportunity for the crooks to steal the information. When I do receive my new replacement card, I’m going to review my spending habits and make changes. I was depending on my debit card as a way of being “financially responsible”, of not charging to credit cards and not putting myself under the burden of paying interest on unpaid balances, but that’s possibly not the best strategy.

One other noteworthy thing: a lot of “phishing” scams are predicated under the fraud of scaring or frightening the consumer, using a crisis as a pretext. My first reaction, on receiving such an alarmist voicemail, was to attribute it to an actual attempt at fraud. The first thing I was asked was for my card number and my PIN number, so it was an internal battle that I should even provide that information for verification, since doing so would have opened me up to an entirely different type of fraud than was actually perpetrated on me.

“If the thief drains your checking account, you have to fight with the bank to get your own money back.”

“The law limits consumer liability for credit card fraud to $50. For debit card fraud, your liability is $50 if you notify the bank with 2 days of learning of the fraud, and $500 or more after two days, up to the entire amount stolen under certain circumstances.”

Rockville Police Aid In Bringing In Man Following Threats At Montgomery College

Police helped bring a 22-year-old man into custody this morning at Universities of Maryland at Shady Grove, following a call that he was armed.

At about 9:30 a.m., Montgomery County Police located Dan Dadem Le (05/13/87), of the 18000 block of Lost Knife Circle in Montgomery Village, at the Universities of Maryland at Shady Grove on Gudelsky Drive. He was taken to Shady Grove Adventist Hospital in Rockville for a psychiatric evaluation. He had no weapon on him.

The incident began about 5:30 a.m., when Rockville City Police received a call from Montgomery College-Rockville Campus that a student was trying to enter college buildings and offices that were closed.

Rockville Police responded and issued the student a no trespass order. Around 5:45 a.m., the student began calling campus security and staff members. Then just before 8 a.m., a call was made to the college, stating that “someone was going to be there for an interview and it’s going to make national news.”

Then at 8:42 a.m., 911 dispatchers received a call in which the caller said an Asian male, age 18-19, and wearing a black shirt and red pants was walking and waving a gun near the Counseling Advisory Building at Montgomery College-Rockville, looking nervous.

Approximately 22 officers from Rockville City Police, Montgomery County Police and the Montgomery County Sheriff’s Office responded to Montgomery College-Rockville Campus, secured the building and evacuated it. About 30 staff and faculty were evacuated from the building. There were only a few students on campus. School is not currently in session.

As police were securing the building, 911 dispatchers tried numerous times to call the cell phone caller back, but were unable to reach the caller. By 9:12 a.m., the building was secured and evacuated, and it was determined that no armed person was there.

While officers were securing the building, 911 dispatchers were able to track the original call and determined it came from a cell phone on the grounds of Universities of Maryland at Shady Grove. Montgomery County Police responded and located a man matching the description given to police of the student at Montgomery College. Police discovered that Le had made the calls to 911, describing himself.

Le had attended Montgomery College-Rockville Campus last semester, but withdrew from classes.

Man Charged With Soliciting Minor (UPDATE)

[UPDATE: It turns out the man in question is not from Rockville. The original police report gave as his address the location of the MCFRS executive offices. Thank you to Nathan Carrick for spotting it.]The Montgomery County police reported last night that, as a part of the department’s ongoing effort to combat human trafficking, a >Rockville man was arrested for alleged solicitation of a minor for sexual purposes. From the report:

During the course of the investigation an internet advertisement was posted for prostitution on July 15, 2009, by a female police officer posing as a 16-year-old girl. On July 17 an e-mailed response was received from an adult male interested in arranging a meeting with the believed-to-be 16-year-old girl. A meeting was arranged for the morning of July 20 at the Holbrook Shopping Center located at 437 S. Frederick Avenue in Gaithersburg. The suspect acknowledged that he knew the ad was for a 16-year-old and that he agreed to pay for sexual services received from her. When the suspect arrived at the location, vice and Intelligence officers took him into custody and charged him with soliciting a minor for sex.

The report lists the man as living in Rockville and working for the Montgomery County Department of Fire and Rescue Services. The full report is here.

On a personal note, human trafficking is an issue that I feel very deeply about. It is an uncomfortable issue but a significant problem across the globe and here at home. There are more slaves now than at any time in human history. Many are children and women in impoverished nations. But there are also reports of human trafficking in Montgomery County. Shooting On Calvin Lane; Two Injured

Last night (7/3/09) just after 10:30 Rockville city police, responding to a call on the >500 block of Calvin Lane, found two men, an eighteen and seventeen year old, suffering from gunshot wounds at a house party. The victims were taken to Suburban Hospital.

Witnesses on the scene said that the shooting was the result of an argument between the victims and a group of three or four others at the party, one of whom did the shooting. The group left the party in what was described as a black Honda.
