Craig Simoneau, the City's Director of Public Works, sent me the following in response:
The stakes in your yard are temporary - an informational tool that the City installs in advance of public meetings about sidewalks and sidewalk upgrades. The markers show where the public right-of-way ends and where private property begins. The markers were placed in advance of a neighborhood public meeting this past Monday, 1/28/08, at Beall Elementary School. At the meeting, the City sought comments on plans to upgrade the existing asphalt sidewalk on the north side of Beall Avenue, between Lynch Street and Mannakee Street. The sidewalk upgrade presented includes replacing the existing asphalt sidewalk with concrete and making the walkway handicapped accessible. The City also presented plans to install concrete curbs, concrete driveway aprons, inlets, and storm drains on the north and south side of Beall Avenue, between Lynch Street and Mannakee Street, as part of the project.
The Beall Avenue Sidewalk Project was initiated by the City of Rockville in response to requests from residents to construct sidewalks where they are missing and to upgrade existing sidewalks in disrepair. This project supports the City’s goal to enhance pedestrian accessibility and to create a safer route for students walking to Beall Elementary School. The project, funded through federal Safe Routes to School grants and the City’s Capital Improvement Program, involves the following three phases:
· Phase I: North Van Buren Street to Luckett Street
· Phase II: Lynch Street to Mannakee Street
· Phase III: Mannakee Street to Owens Street, including a small portion of sidewalk on Owens Street
A block meeting for Phase I took place in March 2007, and the sidewalk was constructed in December 2007. A block meeting to discuss Phase III was held in June 2007 and a public comment period on the design was held in the fall of 2007. Following the meeting this week on Phase II, a design will be proposed for public comment. Construction for Phases II and III is tentatively scheduled for the fall of 2008.
Silly me! I knew all about this project and just didn't realize it would include the area in front of my house. Duh.
